Although paper and glass packaging are recyclable, much of it still ends up in landfills due to weak
recovery systems. To address this, the Ministry of Environment has issued a draft notification (Dec 2024) proposing EPR obligations for paper and glass packaging, expected to take effect from April 1, 2026. Once notified, these rules will apply to all entities involved in the life cycle of packaging — from manufacturers and importers to brand owners and processors — making collection, recycling, and reporting legally binding under a centralized system.
